I think so but instead of locking you up they have your ip address listed into a database and anytime you try to reach the internet from that source you will be denied web access.

There is so many ways of getting around IP address. So, someone who knew what they were doing could very easily get away from IP address issues. Cyber police would have a tough job on their hands. With so many social sites, so many people, there is no way to monitor all and everything. I think this is why so many sites have contact support and places to report violations.

What is needed is more laws to protect people from cyber bullying and if you're doing wrong to others online companies like amazon.com should be obligated to releasing the bloggers name to the person being harmed so that people like me and others could look at their accuser or bully face to face to confront them and take legal action for the harm they've done! Something needs to be done and soon.

I think what they are trying to say that If, for instance fb and twitter, have a user who is being constantly reported, that there IP should be banned from further opening any account. Some sites need to monitor, just as this site does, what is being placed on those social media sites. We can all become aware of what is happening, but nothing is being done if a girl posts an average pic of herself enjoying the weather and then is flooded with hate comments on her picture.

I think that's why sites like Twitter and Facebook have reporting policies. Policing the whole Internet would be a daunting task!
