Has someone ever started a fake facebook using your name? How do you make it stop?

No it is not the same. Facebook is not government issued so the same rules do not apply.

There are many cases where there have been monetary settlements based off something that happened via facebook. If you do not know the law and break it over facebook you will be leaving proof of your crime therefore you will be prosecuted.

Its not like someone can open a bank account with a fake facebook account.What happens when people have fake accounts?

you can be banned from the site but you can also be prosecuted if you break any laws

How many time do people break the law and the victim cannot afford legal representation? Loads of times!!
