I read that eye contact is extremely important, especially in infancy between mother and child and father and child because it builds strength and self esteem in the infant. Maybe these bullies didn't have that bond with their parents? If so, would this work on them? I know eye contact shows strength and confidence. But if the bully is lacking self esteem and the victim tries this trick, what could be a possible outcome??

I think that when you look someone in the eyes when they are doing something wrong unless they are truly black hearted they will react to that. Its hard to explain but when you look into someone's eyes and they can see the pain or fear it triggers something inside of you that will sometimes discourage your actions
