If there is a student that constantly is sneaking around corners to bully kids and start fights would it be appropriate to make them wear an ankle bracelet so you can monitor their locations?

Negative, I believe if he or she has proven that everytime they are alone they cause problems then that student should be stripped of all their freedoms to be alone in that school again. If they want a bathroom break they will be escorted by a hall monitor and the same thing goes for passing period. If they dont want to behave then they lose priviileges.

Schools can barely afford new books so I dont think they can afford to do something like that for kids.

Plus that is a little too big brotherish for my taste when they are so young and developing

Educating the teachers on how to deal with a problem child would be a better route to take. Less expensive and better for the childs mental health in the long run.

If the school district would spend money on ankle bracelets instead of therapy for these bullies then they are seriously confused

I agree with this. Anyone who is a bully has issues at home that need to be resolved and punishment only makes it worse

Yes this is true. If you informed the parents that they would be buying ankle bracelets instead of books they would be an angry mob outside of the school.

Which is what they should be doing in the first place!

Something maybe to point them out but not a monitoring device!
