The city of Baltimore is agreeing to pay $45,000 to the family of a girl who was bullied and assaulted so severely at Carver Vo-Tech High School she needed three surgeries.

The city's spending panel, the Board of Estimates, approved the payment Wednesday to settle a $100,000 lawsuit the student's family filed against the school system after the altercation.

"It was a bullying case," said City Solicitor George Nilson. "There had been some prior bullying. This was the worst and most significant outbreak."

On Oct. 10, 2008, the victim was in the cafeteria at Carver when she was assaulted by a classmate, according to documents the city's law department submitted to the board. During the assault, the girl was struck or kicked in the head, face and body, documents state. The victim previously had been "verbally harassed" by the classmate in the presence of an administrator, but the administration did nothing to stop the harassment, the documents state.

"The allegation of the complaint was the school system should have known there was a problem between these two kids," Nilson said.

The girl suffered physical damages requiring three surgeries and has been diagnosed with post-traumatic shock syndrome, according to the law department.

"This was not just bruising," Nilson said, saying the victim had been "beat up fairly significantly. ... There was emotional trauma that went along with the beating incident, which lasted arguably longer than it needed to before the supervisor was able to get to the kids."

45K won't send the message that administrators need to hear! 450K would get these schools on their toes to do their best job to curb bullying.
