If I am reading this correctly, which I feel I am, Chief Justice Sudderth has asserted that Dorrell committed what is tantamount to fee padding and fraud.

Dorrell will be haunted by this ruling for the rest of his life. Every time he submits a billing record, this case will be shoved in his face. Good job Bullyville! Good guys win again.
