Often time when kids are being bullied at school they dont tell anyone because they dont want the problem to ge worse. When you tell your parents or a teacher the first thing they will do is track down your bully and address the issue. This can make the torment now not only come from that bully but all the bully's friends that are upset their friend was called out. They should handle these bullying cases in a very delicate manner not to shed led on the victim. The dean or principal should refer to the bullying that several students have asked in private that something must be done about the bullying. This will keep the heat off the victim from looking like a tattle tale and receiving more punishment.
They should treat kids that are being bullied and fighting back like they are in the witness protection program until the issue is resolved. If kids get information that a bully victim is having the faculty and teachers help them rid the bully then it could create more problems for the kid in the future. I think that kids should have the right to full privacy when they come to the adults in charge at school with the need for help.
Make a form like you have to sign in court where you cant talk like a gag order for the bullied and bully. If anyone mentions it to anyone before the situation has been resolved you are both in serious trouble.
Its very hard to keep anything secret in a school environment. Word travels very quick because at that age gossip is everything and being in the know is what is considered cool. Anytime a student is in the office and happens to see one student in a meeting with counselors and parents they tell their friends so it would have to be something very special and private to keep it away from anyone. If one kid knows the entire school will find out.
There are students that work inside of the offices like student aids and they will see what is going on. Rumors spread very fast at school and its hard to keep anything secret.
Its too hard to keep a problem secret and most teachers want the problem to be in the open because she will show other students how not to act and when they see the amount of trouble the bully gets into it will deter them from wanting to bully someone.

No parents would allow their kids to sign something like that on their own because you always need parent consent and that will not work
Its upsetting when you think of all the possibilities, and nothing really pans out.... this is probably why schools find it difficult to deal with this issue as well.
